Asia-Pacific Red Cross Shelter

In 2012, I was hired by the International Federation of the Red Cross and Red Crescent (IFRC) to provide guidance in the form of a report, "Regulatory Barriers to Post-Disaster Emergency/Transitional Shelter."  National Red Cross and Red Crescent Societies, as first responders to disasters, have reported difficulty in providing emergency and transitional shelter due to national legal and procedural barriers. Given that forty (40) percent of the world’s natural disasters take place in the Asia Pacific region, it was proposed that the IFRC Asia-Pacific zone undertake a broad analysis of regulatory constraints to post-disaster shelter. This report, completed in 2012, is a preliminary overview of the most pertinent issues and includes 1) an overview of international standards, 2) case studies of six (6) Asia-Pacific countries including existing legal frameworks related to housing, land and property (HLP) and 3) national and regional conclusions.
